Minutes of the HACTAC September 19, 2018

The meeting was called to order at 7:04 pm

Minutes:

 

A motion was made by Roger Goldbeck and second by Penny Leto to accept the May minutes as presented.  Motion passed.  

 

Treasurer’s Report:

 

See Attached.  A motion was made by Penny Leto and second by Roger Goldbeck to accept the May – August Treasurer’s report subject to audit.  Motion passed

 

Town Reports:

 

 

Bloomfield:

 

Zenobia reported that they are trying to make some transitions.  Station will be relocating in the near future.  Need to make some improvements.  One of the things they are dealing with is generating more revenue with the restrictions they have. 

 

Howard has been with the station for 35 years and they are trying to come up with a way to honor him and provide him more assistance. 

 

Open to ideas from other stations on their ideas for fund raising and getting more volunteers. 

 

East Hartford:

 

No one hear to report.

 

Hartford:

 

Nothing to report. 

 

Simsbury:

 

Karen has a part time station assistant that does help Karen when necessary.  The station was the recipient of a $2,000 office furniture award for the most ugly office.  They were able to spruce up the front office and get a new conference table. 

 

Recently recorded the 16th district candidate for State Representative that was put on by the League of Woman Voters. 

 

Business as usual.

 

They had a volunteer come to them that made some lighting for their PTZ camera’s with his 3d printer.  He also made a display that has the count down for when the program will start.  This volunteer also made a display for the hallway that advises that the station is taping and not to interrupt. 

 

West Hartford:

 

This board year is the 30th year for West Hartford TV.  Not sure if anything has been planned.  The annual get together will be on March 15th at the Pond House.  Run walk in June will happen again next year.

 

Windsor:

 

Charles reported that back in July they had a fund raiser on the Town green.  Raised about $500.00

 

Oct. 24, League of Woman Voters will be having an event to Meet the Candidates for District 5.

 

Dave reported that on Thurs. the station has a band on the Town Green as part of their fund raising efforts.  Continuing to look for ways to continue to raise money to help their budget, especially for when they have equipment failures.  When their server gave out they were fortunate that The Hartford Foundation for Public Giving gave the station some money to assist them.

 

COMCAST:

Dick asked Matt to see if Comcast could put the Advisory Council on their bills at least once a quarter.  They are putting HACTAC on at least once a year.  Matt will check into.

 

Dick asked Matt about an ala carte option for Comcast customers.  Matt said that they are trying to give additional options for customers, not necessarily a pick a choose one.

 

Penny advised that people are confused about Comcast and Xfinity.  They are one in the same.  Comcast is the corporate entity and Xfinity is the branding name.

 

Dave asked if Comcast is losing customers.  Matt advised that it does go up and down.

Chairman’s Report:  Most memos concerning the DPUC are available on the web-site for the DPUC (www.state.ct.us/dpuc/database/htm)

PURA filings please ask your station managers to send them to HACTAC.

 

Need to set goals for HACTAC.  Where to you think HACTAC should go and what should they do.  One thing that came up was to have a breakfast meeting and have the station managers and invite the State Reps. 

 

The Board felt it would be a great idea.  Will need to be after elections.  Need to come up with some ideas and get input from the station managers. 

 

Dave asked if we should also invite each of the Town Managers. 

 

Dick felt that we should invite the Station Managers, Town Managers, State Representatives, Presidents of the Board and the HACTAC Board.

Complaints:

 

No written complaints received.  Only verbal.

 

Old Business:

 

Ken Picard did update the website.  Only need one year of minutes on the site.  Ken will now be responsible for updating and maintaining the site.

 

New Business:

Someone suggested that because the meetings move around so much it might be better to have them in one location instead of all member stations. 

 

Board members feel it is better to continue the way we are doing it now.  Due to new security protocols, we will remove the Comcast location from the meeting schedule.

 

Penny thought that because the $2,000.00 statute came up, do you want to talk about it now.  The statute also states it can be in kind service.  A motion was made by Roger Goldbeck and seconded by Penny Leto for the 2018-2019 year, under 16-331c HACTAC will not go to the stations to request the $2000.00 payment.  Motion passed.

 

There will not be a new negotiation for the CT franchise for cable service.  Comcast has a statewide franchise.  Dick feels that there would no longer be a need for HACTAC.  Matt says that he feels it will remain as status quo.  Comcast chooses to honor the former franchise even though it has technically expired.  Matt will follow up to verify how it will work.

Adjournment:  As there was no additional business to come before the Board, a motion was made by Penny Leto and second by Roger Goldbeck to adjourn the meeting.  Meeting was adjourned at 8:15 pm.

 

 

Next Meeting and Location:

 

The next meeting will be at Hartford on October 17 instead of East Hartford.
